PRESS RELEASE - Rwanda Strengthens Commitment to Inclusive Digital Public Infrastructure Through 50-in-5 Awards Campaign

KIGALI, RWANDA — The Government of Rwanda, through its Ministry of ICT and Innovation, has officially announced its participation in the global 50-in-5 Campaign, reaffirming its national commitment to deploying interoperable, secure, and inclusive Digital Public Infrastructure (DPI). By joining this country-led global advocacy initiative, Rwanda aligns its ambitious national digital transformation efforts with globally recognized best practices.

Rwanda has already made substantial progress in establishing foundational digital systems that underpin government service delivery and stimulate economic activity. Key national platforms, such as the upcoming Single Digital Identity (SDID), the Electronic Billing Machine(EBM) system, which has been adopted by Zambia, and the e-Procurement Platform, which has also been adopted by Guinea-Conakry (Telemo), have laid the foundation for reliable building blocks for digital identity, payments, and trust across both the public and private sectors.

As the country advances into its next phase of digital transformation, the strategic priority is pivoting away from the creation of isolated digital applications. Instead, the focus has shifted entirely to the coordination, deep interoperability, and institutionalization of these systems as shared national infrastructure. This transition is central to improving citizen service delivery, reducing bureaucratic duplication, strengthening data-driven governance and enabling inclusive economic participation at scale.

The 50-in-5 Campaign aims to help 50 countries design, launch, and scale at least one component of their digital public infrastructure stack in a safe, inclusive, and interoperable manner by 2028. As a participant, Rwanda will not only accelerate its internal integration but will also actively participate in a global network of digital leaders, including Estonia and Singapore, sharing its own experiences in DPI implementation while adopting proven, open-standard solutions from peer countries

About the Ministry of ICT and Innovation (MINICT)

The Ministry of ICT and Innovation leads Rwanda’s digital transformation agenda, overseeing policy, regulation, and implementation across digital identity, payments, data governance, and emerging technology. MINICT coordinates Rwanda’s Digital Public Infrastructure strategy in partnership with institutions including BNR, RISA, MINICOM, and the ICT Chamber.

About the 50-in-5 Campaign

The 50-in-5 Campaign is a country-led global initiative that aims to support 50 countries in designing, launching, and scaling at least one component of their digital public infrastructure stack in a safe, inclusive, and interoperable manner by 2028. The campaign is coordinated by the Digital Public Goods Alliance (DPGA) and co-led by a coalition of governments and development partners.
