Minister Ingabire spoke at the International meeting on the role of CMS for the justice system
Speaking at the International Conference on the role of Case Management System (CMS) for the Justice System, Minister Paula Ingabire stressed on the role brought by the Integrated Electronic Case Management System (IECMS) to the Justice sector in Rwanda. The meeting taking place in Kigali from 11th to 13th June 13, 2019, brought together participants from countries’ national justice institutions, local institutions, and international organizations.
Minister Ingabire said that over 10 years Rwanda's Justice Sector has been relentless in the search for IT solutions to drive efficiency, accuracy, transparency and speed in the delivery of justice. As a result of that ambition, the Integrated Electronic Case Management System (IECMS) became an efficient tool that brings together all institutions in the justice chain to a single platform.
IECMS tool helps the institutions meet and transact their business without affecting or compromising the independence of the others, and in the end, the pieces come together to produce justice.
“This is an achievement that isn't yet rolled out in many jurisdictions of our world. Yet the IECMS promises to be a tool that would power not just the integration of justice institutions in one country but can easily be replicated to support justice system integration across regional, political and economic systems. It is for example a perfect justice tool for Africa's Continental Free Trade Area.” Added Minister Ingabire.
The Integrated Electronic Case Management System in Rwanda (Rwanda IECMS) is an automated judicial case processing and management system, designed and implemented to modernize Rwanda Justice chain.
The government of Rwanda has successfully implemented an Integrated Electronic Case Management System, a Justice Sector IT system for cases processing, administration and management, comprising the entire judicial chain from the investigation to prosecution, adjudication and court decision implementation. The IECMS speeds up proceedings, eliminates duplication of effort across agencies, and reduces the time required to transmit documents between institutions. It increases transparency, equality before the law, and accountability.
